CHICAGO (Wireless Flash) -- President Clinton may conclude his two-term presidency as the country's biggest grinch -- at least when it comes to presidential pardons. According to Chicago-based law professor Harold Krent, the holiday time usually means a sharp rise in presidential pardons -- but, as of now, Clinton is a real Scrooge who holds the record for lowest percentage of pardons granted. He estimates Clinton granted a little over 3 percent of pardons requested -- which breaks the record lowest pardon rate set by George Bush at 4.2 percent. However, Krent believes Clinton will probably pick up the pace and pardon more people during his final few weeks in the White House.
