An inventor in Harrisburg, Illinois, is working on an electronic pet collar that will allow animals to speak in words humans can understand. The device would allow a pet to ask for food, request to be taken for a walk or even ask to be let outside for a potty break. Robert Wayne Hamilton is now trying to find a rich cat willing to fund the prototype for his "Dog Voice Collar," which he's been working on for 10 years Once the device is built, Hamilton hopes it will empower animals to speak in their own defense by personally asking the heads of cosmetics companies to stop testing their products on animals.
